The cost of borrowing for governments has surged too multi-decade highs as rising energy prices and economic growth have prompted central banks to abandon plans for interest rate cuts.
Among the central banks that have raised interest rates this year are those of the United States, the eurozone and Japan.
“As long-term government borrowing costs rise in major advanced economies,” warns the Fund “high public debt and significant refinancing needs make states increasingly vulnerable to such abrupt changes in financial conditions.”
The pressures on bond markets intensified in September further increasing debt servicing costs and straining state budgets.
The net borrowing of the federal government in the U.S. is expected to reach 8.5% of GDP this year up from 7.1% in 2025 and from a pre-pandemic level of 5.8%.
The IMF’s estimate is considerably higher then other forecasts as it includes borrowing by state and local governments beyond federal spending.
