Προχωρά η Εθνική Στρατηγική για την Προσιτή Στέγη

Η εθνική στρατηγική για την προσιτή στέγη έλαβε το πράσινο φως, με στόχο την άμεση κατασκευή ή ανακαίνιση 19.750 κατοικιών που θα ωφελήσουν σχεδόν 60.000 πολίτες και θα προσφέρουν πάνω από 8.500 θέσεις σε φοιτητικές εστίες. Η έγκριση αυτής της στρατηγικής,που έχει ορίζοντα το 2035,καθορίζει τον «οδικό χάρτη» για την αντιμετώπιση της στεγαστικής κρίσης στα επόμενα χρόνια.

Στην εθνική στρατηγική περιλαμβάνονται συνολικά 50 μέτρα με προϋπολογισμό άνω των 6,5 δισ. ευρώ, εκ των οποίων τα 36 έχουν ήδη ενσωματωθεί στην ψηφιακή πύλη στεγαστικής πολιτικής (stegasi.gov.gr), ενώ τα υπόλοιπα 14 είναι νέα προτεινόμενα μέτρα.

Δράσεις που Δρομολογούνται

Με τη θετική ψήφο της εθνικής στρατηγικής για την προσιτή στέγη ξεκινούν οι εξής πρωτοβουλίες:

• 20.000 πολίτες θα ανακαινίσουν τις κατοικίες τους ή κλειστά σπίτια προς διάθεση στην αγορά.
• Θα ανεγερθούν 2.350 κοινωνικές κατοικίες σε ανενεργά δημόσια ακίνητα (όπως πρώην στρατόπεδα).
• 400 κατοικίες θα διατεθούν άμεσα μέσω κοινωνικής αντιπαροχής.
• Θα δημιουργηθούν επιπλέον 8.500 θέσεις στις υπάρχουσες φοιτητικές εστίες.
• 2.000 νέες κατοικίες θα παραδοθούν στα στελέχη των Ενόπλων Δυνάμεων μέσω του οικιστικού προγράμματος του Υπουργείου Εθνικής Άμυνας.

Straategic Pillars of the Housing Policy

The measures are based on three strategic pillars: the first focuses on increasing housing supply; the second supports households and social groups facing housing difficulties; and the third aims to establish permanent institutions for monitoring and implementing housing policy.

The main bodies responsible for housing policy include the Ministry of Social Cohesion and Family and also the Government Committee for Housing Policy established in june 2025 with ten ministers participating under the presidency of the Minister of State responsible for coordinating government work.

Pillar One: Increasing Housing Supply

• Pursuant to programs “My Home” I and II, approximately 24,000 citizens have purchased their first home;
• The establishment of social housing in inactive military camps has been legislated;
• The exploitation of unused public real estate through social counter-provision is underway;
• A new home renovation program has been implemented alongside ongoing initiatives like “Energy Saving”;

Pillar Two: Supporting Households Facing Housing Difficulties

• This includes rental returns and two months’ rent reimbursement for educators, healthcare professionals, as well as student accommodation allowances;

Pillar Three: Long-term Sustainability of Strategy

• This involves establishing permanent planning institutions such as creating a Ministry dedicated to Social Cohesion and Family along with a Government Committee focused on Housing Policy; also included is a digital portal for housing policy (stegasi.gov.gr) along with plans for a dedicated agency overseeing this sector.

“Our goal is to increase property availability,” stated minister Akis Skertsos who emphasized that “the approval of this national strategy addresses a notable economic issue affecting at least one in three Greeks regarding rising costs associated with primary residences.” After extensive collaboration over one year among various ministries including those responsible for Social Policy & Family Affairs among others we now possess all necessary legislative tools to advance towards creating nearly twenty thousand social homes alongside eight thousand five hundred new student accommodations.”

The Minister added that “our aim is to enhance property availability at affordable rents while providing relief especially to vulnerable populations.” The Minister of Social Cohesion & Family Affairs Domna Michailidou remarked that “a year’s worth of inter-ministerial committee efforts has yielded tangible results.” She further noted that “this complex issue cannot be confined solely within one ministry’s jurisdiction.”

“Thus we unite our forces by combining interventions aimed at increasing available homes while together reducing financial burdens related to housing costs.” With this National Strategy we now have an integrated plan featuring clear objectives along with specific timelines set forth over the next decade aiming towards making affordable shelter genuinely accessible notably targeting youth families alongside our most vulnerable citizens,” she concluded.
